Bilal Topal, who has been serving as Legal Collections Director in our Company, has been appointed as the IT Assistant General Manager (acting).</p>\n<p>Our Company's Head of Enterprise Risk, Serdar Toraman left Türk Telekom. Oğuzhan Şatıroğlu, who has been serving as Executive &amp; CEO General Management Coordinator in our Company, has been appointed as the Head of Enterprise Risk.</p>\n<p><strong>Bilal Topal</strong></p>\n<p>Bilal Topal graduated from Haliç University with a degree in Computer Engineering. He also completed his master’s degree in Computer Engineering Department of the same university, specializing in IT Law and Cybercrime.</p>\n<p>He began his professional career in 2011 at İstanbul Gas Distribution Industry and Trade Inc. (İGDAŞ), where he held various positions of responsibility, including managerial roles, until 2020.</p>\n<p>Topal joined Türk Telekom in 2021 as a Senior Specialist. He subsequently served as System and Information &amp; Document Management Manager, System Management Group Manager, and Director of Legal Collections. In October 2026, he has been appointed as the Assistant General Manager of Information Technologies (acting).</p>\n<p>Bilal Topal is married and has two children. He is fluent in English.</p>\n<p><strong>Oğuzhan Şatıroğlu</strong></p>\n<p>Oğuzhan Şatıroğlu graduated from Faculty of Economics and Administrative Sciences of Selçuk University. He began his career in 2008 as an Assistant Revenue Specialist at the Ministry of Finance. He subsequently served at the Ministry of Trade as Assistant Trade Inspector, Trade Inspector, Chief Trade Inspector, and Deputy Head of the Inspection Board.</p>\n<p>Starting in 2019, he served as Head of Department at the Ministry of Trade’s Directorate General for Strategy Development, and subsequently as Head of Support Services, responsible for Administrative and Financial Affairs.</p>\n<p>Throughout his career, he has held various managerial positions at the Ministry of Trade, following his initial assignment at the Ministry of Finance. He has extensive experience in public administration, budgeting, financial analysis, investment projects, corporate governance, and inspection.</p>\n<p>From July 2021 to July 2026, he served as Director General of Support Services, Liquidation Affairs and Revolving Funds at the Ministry of Trade.</p>\n<p>He joined our company in July 2026 as Executive &amp; CEO General Governance Coordinator and has been appointed as the Head of Corporate Risk in October 2026.</p>\n<p>He is married with two children and speaks English.</p>\n<p><em>Above disclosure is in Turkish and English Language.
